Coquitlam's FAQ lists 'Decks less than 0.6 metres above grade' among work that does not require a building permit. The City's Minor Projects page lists decks and balconies as work that generally needs a permit, and its minor projects brochure says a permit is required to 'build a new deck or balcony'.
Other local rules worth knowing
Repairing individual deck components such as subfloors, surface material or guardrails does not need a permit (brochure, Sept. 2019), but exempt work must still comply with City bylaws and the BC Building Code. The City publishes an 'Outdoor Deck Drawing Requirements' bulletin.
