Richmond's Building Approvals FAQ states: 'Permits are not required for minor modifications such as landscaping, including patios and decks less than 600 mm (2.0 feet) above grade.' Decks above that height need a permit; the City's Guide for the Homeowner/Builder (rev. March 2023) lists plan requirements for 'Decks More than 600 mm Above Grade'.

Other local rules worth knowing

Exempt work must still conform to the BC Building Code and the Zoning Bylaw; zoning questions go to the Zoning Inquiry Line (604-276-4017). A deck application needs a site plan, foundation/floor plan, cross-section and elevation.
